The following links take you to services for reporting to Lancaster City Council (Street Cleaning & Litter) and Lancashire County Council (Love Clean Streets mobile app) and the Lancashire Road Safety Partnership(Traffic Speed Concerns).
For problems with any of the following:

Highways (Report It) Love Clean Streets mobile app
Roads, pavements, cycle paths, public rights of way, street lighting, traffic lights, gritting and flooding incidents (includes issues with trees and hedgerows)
Faults on roads, pavements, cycle paths, public right of ways, street lighting, traffic lights or flooding incidents can be reported directly online to Lancashire County Highways using their ‘Report It’ service - Love Clean Streets mobile app.
The online service displays a map showing existing issues and their status enabling you to check whether to proceed with the report.
Traffic speed concerns
The Lancashire Road Safety Partnership has introduced a dedicated online service for reporting traffic speed concerns:

Report Fly-tipping
Fly-tipping is the illegal dumping of rubbish on any land in the open air.
- If you suspect a vehicle has been abandoned please report it directly to the police on 0845 125 35 45.
- Once we have been informed by the police, we will attach an appropriate notice to the vehicle and remove it after this period has elapsed.
- If you think the vehicle is still being used (i.e. not abandoned) but is untaxed (To check if the vehicle is taxed or registered as off the road)please report it straight to the DVLA on 0800 032 5202.
- Alternatively, you can fill in the online abandoned vehicle form
